That quote always struck me as weird.
Sea urchin lives aren't very eventful so I could see gastrulation being the most important part, but those of us chordates have at least neurulation competing with it, seems weird to knock that just because urchins.

Also I don't think it actually worked then. I think the dotcom bubble was making Clinton popular, not the fact that he enacted Republican policies as a Democrat.
