At around 700 ilvl/50 traits, I do withotu too much difficulty every +16.
Exceptions are arcway - I think it's bugged, I managed to +3 a +17 and bosses lasted 50 seconds.
And maw of souls, that one is harder than the rest during to Helya's immense damage.

I actually think the skip in Nerub'ar - which gives you the option to do bosses 5 and 6 or ignore them - is well thought out, except for the part where you have to kill the second boss.

Usually penultimate boss has good loot, so they focus on the "right" skip for the current season.
Which led to the fun situation in Undermine where they put in two skips so people stopped complaining.

Absolutely worse skip remains Amidrassil, that will not be fun to farm.
