Forbidden Wood is so disturbingly serene, it definitely stands out alongside Cyclopean Haunt's imposing tension to me

So when I read "you can cast a level 1 spell" and then later "you can cast it as if it was a level 2 /slot/" my understanding was that it meant you could do Burning Hands at 1st, 2nd, then 3rd level, not eventually Scorching Ray and Fireball. But wotc's wording is historically inconsistent so ???
