The point of a low speed throttle to allow you to keep both feet on the ground when starting off with a loaded cargo bike (ie with a couple wiggly kids sitting on the back).

I think having a low speed throttle is useful for starting off on heavier bikes on hills or for walking up ramps, so I won't want to have no throttle only mode.

I think it's a big question that needs to be answered during this fact finding phase since it could make a massive difference to the financial flow of such an uploading arrangement. (From my understanding, Ottawa receives approx $33m from the province annually, and similar from federal)

I'm curious why Uber is even mentioned. It doesn't seem relevant to the story unless it's implied that he was under the employment of Uber at the time, and therefore they are partly liable?

All we have to do is call / treat fast e-bikes for what they are: motorcycles. There's already a set of rules and places to ride defined in the highway traffic acts.
