Why was Doug 'Elbows up' Ford shopping at an American company? He was buying plants - there weren't any local/Canadian owned stores he could shop at?

A married person can make legal decisions for their spouse if their spouse is incapacitated. I wonder if the removal of people to bear witness to the marriage being entered into willingly could lead to abuse.
