There is no accountability by the provinces. Audits show that they underspend on the intended purposes and divert huge amounts to costly private services, but there seem to be no consequences. People keep re-electing conservatives provincially.

Government departments are the worst when considering software purchasing or updates. Almost always a case of uninformed persons in upper management, led by the unethical a poorly qualified who happens to have a friend in government.
