I would not take any of his work on the famine itself seriously. What is interesting however is his work into the origins of the genocide accusations. In, "Fraud, Famine, Fascism"[8] he writes:

The weather was also a major factor. While some will attempt to blame the entirety of the famine on bad weather, I find this intellectually dishonest. It is undeniable however that even if the Soviets weren't involved, there would have been some famine regardless.

The largest cause seems to have been an overzealous attempt at industrialization. The Soviets sought to increase production rapidly, and in doing so destroyed their harvests. It was not that they intended to starve anyone, they instead tried to produce too much.

Secondly, the data on the impacts of the famine clearly show it to be consistent with a regional famine. The map below shows the rate of population decline by region. As you can see, it gradually lessens the further away one gets from the epicenter of the famine.
