no I'm saying that people may still say it because they literally don't know or because it's just how they've always written it. there's literally a style guide from AP that changed in 1991 when Ukraine gained independence

there was/is a style guide by AP that states this. I should've been more specific in the historic range I was referencing as which nations or regions use The is largely random and "what sounds right" I am mostly just wanting to explain why some places still use a definite article for Ukraine

that's actually more due to some publications and entities using old style guides. Historically it has been known as The Ukraine before the fall of the Soviet Union. I think at this point the only places that still use it are cable journalism
