Afaik districts are assigned according to the national census that tells you how many people are being represented. You don't add or subtract them except as people move in/out. Although I guess maybe you're talking about the total number of reps in Congress at once?

For short term needs, I always recommend everyone has two things:
1) earnin, which lets you withdraw based on your worked hours and pays back when you get your paycheck
2) a cash reserve account with your bank, which sort of lets you overdraw but pulls it from a loan instead of whacking you with fee
