As many as can pay the monthly subscription fee or have family/friends that were sending print materials, pay the fee.

I despise the for profit beast that charges inmates for every tiny thing, but that is a separate issue to be addressed through legislation. I also despise when people can't be bothered to educate themselves on an issue and react blindly based on limited information they gleaned from a headline.

Those print books and magazines weren't free either. This may be shock for you but prisons aren't vacations and inmates do not have free access to everything under the sun.
Inmates have the same access, if not more, to digital materials, music, ect.

Dear god. If it were about the cruelty, there would NO books in prison libraries. No access to tablets offering digital books, music, messaging services.
Do yourself a favor and try going beyond a headline and knee jerk emotional reaction.

The same thing that happened before this policy went into effect. I'm not defending Arkansas's policy here. I am pointing out prisoners will still have access to over 50,000 digital titles. They won't have acess to print materials that have not been vetted.

Arkansas prisons use Securus tablets. Inmates get access to music, ebooks (50,000+ titles),games, religious texts.

So here's the thing. Most prisons offer free tablets. Inmates have to pay for subscription services, same as they have to pay for phone calls.

It appears that policy bans sending reading materials directly to inmates. It does allow vetted book donations to prison libraries and digital access to reading materials on tablets.

We're going to need some constitutional amendments that address the abuse of the law by the executive branch of government as well as giving states the power to recall/remove a sitting member of Congress instead of Congress policing themselves.
