Huge barrier was the handcuffing of ONx not allowed to hire current Alstom employees (Supervisors, Engineers, Conductors, etc) people that know this system inside and out and could have been invaluable.
Whether Alstom asked for them to be barred from poaching or not, we'll never know.

As of yesterday contract with OOI (ONxpress) and CAD Rail terminated. Alstom seeking a 4-10 year extension now.
