AFAIK, fixing it would then require inspections every 5 years.
While repairing it, they don't need to pay for inspections. It's cheaper to say that they are working on it (even though the intention is not to finish) than to repair it

I believe the unique thing with NY is that this is mostly a workaround to not have to pay for a facade inspection every 5 years. As long as they are working on it they don't need to pay to have it inspected.
