All this to say, Apple does allow side loading on iOS devices with restrictions. I believe EU users are allowed even more freedom with this

No, non dev Apple accounts can sideload 3 apps at a time, and dev accounts can have 100 I believe. There is weirdness around refreshing every 7 days on non developer accounts, but tools like SideStore can make it automatic. Additionally, LiveContainer can allow for unlimited containerized apps
