Warren explained it well here. The US has a long history of interventionism and circumventing its own checks and balances, but this was a blatant violation of sovereignty and an action by a rogue president detached from norms and rules. What is "fair game" for others now?

An action by the President with no congressional oversight or notification and no immediate threat to the American people makes this a hostile (and unlawful) act.

There's no mechanism for undoing that (or a lot of what Trump has done) and no way to retroactively impact those he pardoned. Unless they crime again, they're free and clear.
