Winning this major legislative victory was not easy. But we have to do everything we can to address New Haven’s housing crisis. I’m so proud we passed Downtown for All—and I’m excited to keep working to deliver real change that makes a difference for families in our city.

Based on the priorities we heard from our constituents, Downtown for All focused on five goals:
✅ Building affordable housing
✅ Creating good jobs
✅ Increasing tax revenue
✅ Improving public safety
🚫Cutting air pollution and traffic

This is a winning pro-housing message.

To get it done, we built a broad coalition. Our team—with Alders Flores, Douglass, Hubbard, and Rodriguez— won three separate unanimous votes after dozens of residents came out to testify in support of the Downtown for All plan. Read more here:

Why does this matter? Rent in New Haven has gone up 75% since 2015, and more than 50% of residents pay more than 30% of their income in rent. Our region's rental vacancy rate was just 1.9% earlier this year. We have to build more housing! Residents agreed:

The legislation also:
✅Allows housing in out-of-date industrial zones in Downtown
✅ Allows single room occupancy units by special permit within the Inner and Outer Core
✅Standardizes yard, open space, and lot coverage rules
✅Reduces "amenity space" mandates

To tackle our housing shortage, Downtown for All:
✅Increases the maximum Floor Area Ratio (FAR) to 12 in the Inner Core (in red) and to 6 in the Outer Core (in yellow).
✅Allows one apartment per 400 sq. ft. of building area (up from 1 unit/600 sq. ft).
