They don't garnish SSA benefits, but your SSA benefits are part of the calculation Medicaid uses to pay your care costs. For example, if you receive $2,000 per month in SS and your care costs $10k, Medicaid will only pay $8k. You have to use all your SS benefit to pay the rest.
