In a vacuum that does make sense, but the NYT uses qualifiers all the time, and in the world where they qualify the believability of speakers, they need to apply qualifiers reasonably or in a manner that counteracts power dynamics. Right now they use qualifiers to enforce power dynamics.

Is it though? “They claimed” they are doing this makes sense when they’re pathological liars. Better yet, don’t report the shit they say except for in context of what they are doing. Minnesotans report continued ICE enforcement, belying DHS claims.
