Yes! I remember that and I knew Wordekemper was going to be a No, but was curious if Ballard meant to PNV and just forgot about that rule? They needed both Ballard's and Sorrentino's Yes vote. Thank you for answering!

I'm confused because the record shows only 31 Yes votes...Senator Ballard is listed as a No with a note stating he was PNV at the time vote was recorded...did 2 senators make blunders?
