The 121st star is actually for both, you just need to get all of the stars on Luigi’s side and beat the game again to unlock it for both brothers. It’s not a great completion reward.

Galaxy 2 luckily doesn’t have a separate Luigi adventure and has a better completion reward level.

It'd make the most sense for it to be. Clearly this leaked Direct (most likely a Mini) is meant for the last handful of Switch 1 exclusive titles that are ready to be announced.
