From France, I’d never heard of this. Here, mail-in voting is only for one election (roughly Congress) and for citizens abroad. Otherwise we use proxy voting: you authorize someone you trust. But mail-in ballots are a great, sometimes necessary option for those who can’t reach a polling station.
