Yup.
On my current GT4 playthough I was able to land at least all silvers on the B license and with just those 2 prize cars you can get a good start.
The used car dealership giving you dozens of potential starter cars does help massively too with getting started.

It took me like four hours to get gold in the infamous B-8 test on GT3, worst of all I was .010 off getting the PAL version's gold too but I am NOT trying that again lmao
