That was the original plan, except for the tolls. It was a disastrous plan when they cooked it up and it remains so. Ideally, the trench would be filled in with the exception of a transit tunnel and the neighborhoods on both sides reunited at the surface level.

When I read: "doomed New Yorkers to terrible traffic by refusing to expand certain roadways beyond a few lanes." - it seemed that they were suggesting that it was a lost opportunity to build more driving lanes rather than leave room for transit. I'm probably (certainly) overthinking it. 😀
