Because he needs Cuellar to stay as a Dem, who then officially filed as one shortly after this. Pelosi used to defend him as well despite his pro-life stance.

Well that would be tough given the ICC was founded in 2002. And there would need to be another world war for a similar international military tribunal as Nuremberg.
