Steil says partners and spouses would be included - notes it might be a little more complex for dependents.

Blind trusts probably not making the cut -

"Blind trust in theory, works really well if you have fully ethical individuals," Steil said on Squawk Box.

"However, you had an unethical individual, they would use that to make trades that would not even be disclosed to anyone."

Steil says he'd like to look at things like pre-announcement of sales "which often publicly traded companies do for their executive teams."

Steil says the goal is to prevent lawmakers from profiting off of inside info, but previous efforts have failed bc they don't have enough support

"What they did was a rush process that didn't take into account all the nuances of the 435 members that we have here on Capitol Hill."
