There is not time to review everything - it is a TON of work to do well. Not everything deserves the effort. At eLife the first pass is not whether a paper fits the mold or is perfect, but whether a story will generate useful reviews, good or bad. Then the authors decide when to publish.

The issue is that no one reviews preprints unless someone organizes it. You could always comment on papers on biorxiv but no one does. ELife puts a scientist in charge of finding other qualified scientists to write the reviews. This is efficient (and of course it was an hhmi process to begin with).

No we have always been expected to raise 50% of our salary. But a short lapse didn’t get you forced into early retirement til now.

It is unclear to me. My offer letter from 21 years ago is the only document I have that mentions effort. It says I am “expected” to raise 50% of my salary but does not say what happens if I don’t. It refers policy to the faculty handbook, which says nothing about effort at all.
