Externally, civil society support is a strategic necessity: through civil society consultations, the EU can ensure that projects reflect community needs and generate sustainable impact.

For an enabling environment, institutions will need to support safeguards against judicial harassment, encourage parliaments to engage with CSOs, and promote independent, non-profit media as allies in transparency and accountability.
