Since kids get most of their accent from their friends and peers after early childhood, though without public school they might maintain daily accents more than they do now.

Presumably most vaults are made up of pre-apocalyptic locals originally so their accents would be largely preserved, as would those of ghouls, pre-bomb robots, and other mutated things that were alive before. Children would learn from them, but likely shift a bit over the years.
