He doesn’t care & emotion disengages partly because he can’t comprehend what he’s reading. When he does comprehend he goes off on tangents.

He’s built his whole life around “misleading”, no reason to expect otherwise from him.

There’s more to the masks than that. MA doesn’t have an “agreement” & they wear masks or pull neck cowels up to cover their faces when they detain someone. They don’t want to be identified because they’re afraid of citizen response becoming personal.
