The US Supreme Court has decided on a new standard for determining 'bribery'. Basically, the accuser has to PROVE that the official act would NOT have happened BUT FOR the bribe.
Otherwise, the corrupt Court says it's just a 'tip'.

Russia has been using mostly elderly men in their 50s and even 60s to fight this war -- using a lot of equipment that is technologically obsolete.
