Hes technically not wrong. Generally I think it's most important to make clear what you mean. In their case they meant 10^8 which is fine. If I mean 100 × 2^20 I usually write MiB, just to make sure it's completely clear what I mean. In this case the exact number is probably irrelevant so it's fine.

If you're publishing your game you'll probably want to expose the setting to the player and let them decide anyway

If youre using a 60hz monitor, it won't make a difference except higher power consumption. It may actually look worse without vsync because of tearing. Vsync is generally the best option unless your game runs slower than the monitors native refresh rate

But if your game runs slower, the frame might not be drawn fully before the screen refreshes. This can result in a worse frame rate, but at least you wont have tearing.
That's how I understand it at least

Vsync waits for the frame to be drawn fully, no matter what the actual frame rate is. If your game is capped at 60 fps and it actually runs at 60 fps, there would be no difference, no matter if you used vsync or not
