Doesn’t seems like it would take much to scuttle this whole thing. If just a few future Democratic presidential candidates and some key Members of Congress come out to say that once they are in power US withdrawal from Venezuela would be immediate no energy company would risk the investment.

This is the key question. Apparently Panama had already declared war on the US which Bush Sr as part of the justification. Wikipedia said he had bipartisan Congressional approval but haven’t determined if that was a formal vote.

If I had unlimited $ I’d fund a Dem shadow cabinet with 3-5 people per agency and support staff to document all the shit that’s going to have to be undone and plan to make to happen starting day 1.
