Of note: One source estimated that more than 70% of employees in CISA's Cybersecurity Division receive cyber pay incentives. That's a huge portion of the agency to transition to the new program — which is run by DHS, not CISA, hence the uncertainty about creating a transition process.

These bonuses, intended to keep CISA employees from taking higher-paying private-sector jobs, totaled tens of thousands of dollars per year.

Employees could keep getting that money if they're transitioned to the other program, CTMS, but it's unclear who will transition and when.
