I really don’t get it. If a cable is damaged, ship is evacuated and impounded to be sold to pay for damage, or sunk if no value can be extracted. Mandatory 20 year sentence for senior crew, no ifs no buts. Owner of ship gets banned from operating in the Baltics for 10 years. Crew gets life time ban
