Maybe look at the pattern on the screen, figure out what the frequency would be at its natural hsync, see if you can see that noise on any of the power rails?
Also, I never figured out if it was on B+ or EHT, or the cathode drive signal paths. Maybe scope it out?

my guess (which i can't backup until i get another 1084 in this state and take meas's) is there's a big ass pull on the power rails during the beam return and ramp up.
