I had seen this paper developing over time. As now published, Cogliano has created a deep story of a significant episode in high theory documenting how cooperative game theory "lost" to non-cooperative theory. Fully developed from newly opened archives, this work is a major and model history.

Surprised to see no reference in this thread to what I have found to be the best discussion of these matters: Belief and Resistance by Barbara Herrnstein Smith, Cambridge, MA., Harvard UniversityPress, 1997.
