they'd only be splicing bits of film if (at the distribution/ presentation stage) they have a very long duration film that can't fit on a single reel but apparently this is rare

yes they scan it in (digitise it) & work on the digital copy for edit, any vfx and colour grade, then if they're going to present it on film they'll expose it back onto film for distro. (per my partner who is cinematographer)

And the knock-on effect of that lack of healthy media ecosystem is kinda incalculable. Which is maybe partly why it doesn’t get coverage and attention.
