Can someone explain why ICE agents and others rounding up people to potentially be deported are wearing masks and no ID? This is totally unacceptable in a country with laws. Where is the outrage?

So, can anyone explain to me why the US is one of the few countries that allow selling of mineral rights, separate from land ownership? I know historically this goes back into the 1700s but, it's definitely one more part of our discordant economy. If I own this land, why can someone else own those?
