This is Brahmaea herseyi, an iconic moth. Much sought after by lepidopterists. I photographed this one in Malaysia. Amazingly beautiful patterns.

Apparently new builds are exempt from having the netting removed. The order applies to renovations principally I think because there are typically people still living in the structure.
