One of NASA’s core principals is/was inclusion—although you wouldn’t be able to figure that out now because they are systematically shutting down websites and deleting entire public reports.

Europa > Ganymede. I say that as a co-author of Springer's upcoming Ganymede book chapter m: Gabymede's Geology. Why? You can rely through the ice shell of Europa to explore its much more habitable ocean.
