The only valid reason I can find is to make up for the constant issues causing the Blackwall Tunnel to close.
But then I just wish they'd convert that one to a multimodal tunnel.

Just went through Silvertown Tunnel an hour ago (on the cycle shuttle) and... yeah just feels like a HUGE waste
