Out on the road this last year I’ve repeatedly said that they thrive on chaos. I am once again reminded of advice from Timothy Snyder: You can’t fight every battle: Pick an institution that it is most important to you or where you can have impact and defend it.
Miller's strategy is to basically overwhelm America with cruelty so that people just shrug and say "it can't be helped."
