Do we know for sure if Sparkling Power works on the non-Shiny-locked Legendary Pokémon?

Man, I’ve actually been playing it recently just because the daily events tickle my brain (I won the Master Ball at the lotto on Monday even). I did get this to happen on a Switch 2 when I finally went for the Twinkling Star Ribbon though, wild stuff:

Back from my hunt. I miss the days my city had three GameStops. I visited two stores for two codes. I feel like that isn’t unreasonable for someone actively working on a Shiny Living Dex. :P
