That's a way to think about it, yes! These are called "public domain" works. Everyone can also make adaptions or modifications or variations of that work, which they can sell.
I can paint fanciful mustaches on printed copies of the Mona Lisa to sell. Or just the print itself.

It all depends on the restrictions the creator chooses to set.

Good question! Copyright is the right to define restrictions on copies or modifications of a work made by others - that can include defining a *lack* of restrictions (Creative Commons zero).

Auto-gen captions being always censored is worsening this trend too. It's creating a fake standard of how we want captions stylized that people then try to match. Gimme my curse words!!!
