I think that it's more about a preponderance of circumstantial evidence, none of which is a smoking gun. Buying all those items, his cell pinging nearby, his car being seen nearby. We'll see if they have more evidence, cuz that's a pretty weak case so far...although you never know with juries

Pipe bombs are made from innocuous, every day items. The ones you list are used in the manufacturing process. By themselves they mean nothing, but coupled with the pipes, end caps, steel wool, and wire they are part of list of items used for making bombs (even the disinfecting wipes)

Non-nuke nations often want to obtain them; however, having 1 nuke is irrelevant. You need the infrastructure, detection, delivery systems and command structure along with a large enough arsenal (estimates vary). What you don't want to do is haphazardly give a partial nuke program to S Korea
