More likely: He is intentionally seeking the crippling of NATO to give Putin a win by forcing Europe to agree Russia's terms on Ukraine, get his vengeance for not getting "his Nobel," while setting the US on fire because he is flagrantly amoral and power mad and he doesn't care about anyone else
