The wife and I did Curaçao back in 2018 and it was lovely. I had no idea how desolate the Dutch Antilles are, though. It reminded us both of central New Mexico more than anything else based on the scrub brush.

There doesn't have to be an active declaration of war for it to be a war crime. It's a crime against humanity, and that encompasses all actions that are exceptionally heinous irrespective of whether or not an active conflict is being waged. See also the Geneva Convention.

This belies the fact that *even if it were in a theater of war, what they are doing is still considered a war crime*. We shot three Nazi submarine officers for machine-gunning US & British shipwreck survivors in 1944, which is essentially the exact same thing these assholes are doing.
