Can someone elim5 to me how the parties shifted the way they did or point me to a history text that explains it? I am sure this has a lot to do with not being considered worth teaching to public High school students from the 90s. Thanks in advance!

Also remember the republicans did not allow Democrats to even reword this 7 minutes before this passed the motion to recommit, see image, failed 211(D) to the 215(R) with 5(R) and 2(D) not voting(second image), those 7 people could have allowed the bill to have amendments

On first read through by me seems to state if you were born in Ireland, but adopted by a US Citizen, you can't vote?
