They're not qualified for any maintenance roles.
Cleaner is a *demotion*.
They're afraid of assaults so station agent is unpopular.
Tower operator is being nuked by CBTC and ATS.

There's nowhere to reallocate these employees.

I don’t know for sure but I would imagine so. The conductor —> station attendant thing gets brought up a lot but I really think people are underestimating how much they would hate that.

TWU reps almost all of the front line NYCTA employees. Conductors, operators, maintenance, most bus drivers.

Right, but those permits filed in 2022 would have been filed in other years without the cliff edge. By pulling them forward it depresses future permit filings.

Seems promising in a much worse interest rate environment and we’re probably still seeing a little bit of impact from pulled forward permits from the 421-a spike? Probably almost done at this point though.

I’d argue the difference is not just the amount but also the kind of taxes that are levied here are pretty big deal
