It may be a little callous to say this, but not visiting a dictatorship changes nothing. Visiting, while not being a bootlicker, lets you learn.

In fact, I would argue that foreign visitors to oppressed societies are a good thing. They are free to speak or remark on things normalized there

Sometimes, but not always. The jesuits were an order of priests dedicated to a frugal lifestyle, and evangelizing the non-believers.
