The last Eurobarometer offers a nice example on what citizens think EU and member state role should be.

These two slides comparing expectations/main challenges from national and EU levels are an incredible reflection of the view among EU citizens on what each should focus.

Your point falls apart if you remember that the UK is a third country, not a member. And although I disagree, this may, possibly, make sense, when referring to current member states. Certainly not for potential candidates.

Interesting to see that according to the paper, closer trade ties (both in goods and services) is more beneficial to the UK than any member state and the whole EU, both in relative and in absolute terms.
